Look at the drain before anything else. The primary line runs to a shared drain in most of these buildings and the trap silts up, so water sits in the pan under the coil instead of leaving. That is the smell, and it returns within weeks of any cleaning if the drain is not cleared. Flushing the line and washing the coil face is the actual fix, at a fraction of a duct job.

We were quoted per vent for an apartment. Is that reasonable?

Count the vents, then ask what is between them. In a Euless apartment the answer is a few feet of duct off a small plenum, so a per-vent price is billing you for a system you do not have. We would rather run the inspection, tell you the ductwork is short and clean, and point at the filter and the drain, which is where the money would actually do something.
