How do I know whether my plenum is metal or duct board?

You can usually tell by touch at the air handler. Board is soft and foil-faced and gives under a fingertip; metal does not. It matters more than most homeowners realize. Board of Carrollton's vintage cannot be aggressively brushed, and a company that treats it like sheet metal will leave more fiberglass in your airstream than you started with.

Ours has a water stain on it. Is that repairable?

No, and that is the honest answer even though it is the expensive one. Once fiberglass board has been wet, the fibers hold whatever grew in them and no surface treatment reaches through.
